ChatGPT ads: how they work, what they cost and how they differ from being named in the answer

ChatGPT ads are paid, labeled units below some answers for Free and Go users, billed per 1,000 views or per click. OpenAI says ads never change the answer itself.

ChatGPT ads are paid, labeled units that OpenAI shows below some ChatGPT answers, only to users on the Free and Go plans. Businesses buy them in a self-serve Ads Manager or through partners, and pay per view or per click. OpenAI says ads do not influence the answer, so an ad and being named in the answer are separate.

Below: where the ads show, who can buy, formats, pricing, targeting and labels, then how an ad compares with being named in the answer, and what a B2B SaaS team can do. OpenAI facts were read on its own pages on 1 November 2026. Part of our guide to LLM SEO.

What are ChatGPT ads?

OpenAI announced its plan on 16 January 2026, in a post by Fidji Simo (OpenAI). The goal it gives is to pay for free and low-cost access to ChatGPT. Its help center says ad testing "started in the United States on February 9, 2026" (OpenAI Help Center).

On 5 May 2026 OpenAI opened a beta self-serve Ads Manager and added cost-per-click bidding (OpenAI). On 18 August 2026 it announced 31 European markets and wrote that "tens of thousands of marketers have now advertised on ChatGPT" (OpenAI). The advertiser FAQ still calls the product a beta "in the early stages of scaling" (OpenAI Help Center).

Where do ChatGPT ads show, and who sees them?

  • Where: "below a ChatGPT response". OpenAI is also testing a multi-image ad that shows while ChatGPT generates an image, and disappears when the image is done.
  • How many: one ad unit below a response. The unit can hold one image or several.
  • Who sees them: users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts get no ads.
  • Who does not: accounts identified as belonging to people under 18, and Temporary Chats.
  • Where not: "Ads are not eligible to appear near sensitive topics, including personal health, mental health, or politics."
  • Opting out: Free users can switch to an ads-free mode with lower message limits, or pay for Plus or Pro.

Who can buy ChatGPT ads?

There are two routes. Self-serve: a business signs up at ads.openai.com, adds payment details, and runs campaigns in Ads Manager. Managed: larger advertisers work with the OpenAI Ads team, agency partners (OpenAI names Dentsu, Omnicom, Publicis and WPP) or technology partners (Adobe, Criteo, Kargo, Pacvue and StackAdapt), per its May 2026 post.

  • Country: the legal entity that advertises and is billed must be based in a country where self-serve is open. The availability page lists more than 80, including the US, UK, Canada, Australia, India, Japan, the Netherlands and Germany.
  • Home country first: some new self-serve accounts can at first advertise only in their home country, until identity is verified and they have spent enough there (OpenAI Help Center).
  • Categories: the ad policies (updated 10 September 2026) say that during the test, ads are "primarily limited to consumer verticals such as lifestyle and household goods, local services, travel and experiences, and digital products or education".
  • Review: OpenAI reviews each ad's title, copy, image and landing page before it can run, mostly with automated systems and human oversight (ad policies).

Can B2B software advertise? OpenAI gives no list. But its Europe post names "choosing software for their business" as a reason people use ChatGPT, and its example of a good context hint is accounting software. Our reading: business software fits "digital products", and OpenAI decides per advertiser.

What ad formats are there?

What do ChatGPT ads cost?

OpenAI publishes no rate card. Prices come from an auction: OpenAI says it uses "a relevance-weighted, second-price auction" and weighs relevance and bids together (OpenAI Help Center). What it does publish:

How ChatGPT ads are bought and billed
ObjectiveYou pay forWhat OpenAI publishes
Views (CPM)Every 1,000 impressions servedYou set a maximum CPM bid per ad group
Clicks (CPC)Each valid click"we recommend starting with a maximum bid of $3–$5 USD per click"
Conversions (oCPC or oCPM)Valid clicks or impressions, not conversionsOptimizes toward a supported conversion event you track, such as a sign-up or purchase; you do not pay per conversion; eligibility rules apply
Minimum daily budgetSet by billing currency: $25 (USD), €15 (EUR), £15 (GBP)
Daily budget rulesAn average over 7 days: up to 2 times the budget on one day, never more than 7 times in a week

Sources: OpenAI Help Center, Ads in ChatGPT: the basics, Billing and payment, Creating campaigns and Daily budgets. Checked 1 November 2026.

Billing is postpay: a self-serve card is charged each time unpaid spend reaches a payment threshold, and at month end. Delivered spend is generally not refunded.

Prices were different at the start. The pilot sold on CPM only (OpenAI), and Adweek reported on 31 January 2026 that OpenAI confirmed it asked select advertisers to commit at least $200,000. Self-serve today starts at the daily budget above.

What a click will cost a B2B SaaS brand is not public. OpenAI's own FAQ says ChatGPT Ads "does not yet have performance benchmarks across advertisers, industries, or campaign types". Treat any CPC benchmark you read elsewhere as one agency's sample, not a market price.

How does ChatGPT ad targeting work?

ChatGPT ads are not bought on keywords. The ad system reads the current conversation, the ad's title, copy and landing page, and, when the user has ads personalization on, signals such as past chats and memory. Advertisers steer it with:

  • Context hints: short phrases per ad group about what you sell, who it helps and when. OpenAI says they "are not exact-match keywords and do not guarantee delivery".
  • Location: countries, and also states, cities, markets and postal codes where available (new product-feed campaigns: country only).
  • Platforms: Android app, Android web, desktop web, iOS app and iOS web.
  • Custom audiences: your own customer or prospect lists. Including an audience needs at least 25,000 matched users; smaller lists can only be excluded.
  • Bid adjustments: 0.1x to 10x for people in a chosen audience.

Personalized ads are not yet offered in the European Economic Area or Switzerland. Advertisers see aggregated numbers (views, clicks, spend, conversions), never chats. One rule matters for SaaS sites: landing pages "must not block OpenAI user agents (OAI-AdsBot and OAI-SearchBot)". OAI-SearchBot is also the crawler behind ChatGPT search. Sources: OpenAI Help Center on campaigns, context hints and custom audiences.

How are ChatGPT ads labeled and kept apart from the answer?

OpenAI's own words, read on 1 November 2026:

  • "Ads do not influence the answers ChatGPT gives you. Answers are optimized based on what's most helpful to you. Ads are always separate and clearly labeled." (ads principles, 16 January 2026)
  • "Ads run on separate systems from our chat model, and advertisers have no ability to shape, rank, or alter ChatGPT's responses." (help center)
  • "Ads are paid placements, and seeing an ad doesn't mean OpenAI endorses or recommends the advertiser or its products or services." (help center)
  • "Ads must be clearly distinguishable from the ChatGPT product experience." Ads that imitate ChatGPT's look or voice can be removed. (ad policies)

ChatGPT ads vs being named in the answer: what is the difference?

When someone asks ChatGPT "best CRM for a 20-person agency", the answer can name tools and link to the pages it used. A name in that text is an organic mention. A linked source is an AI citation. Nobody pays OpenAI for either. The answer is built from pages ChatGPT finds and reads, a process called grounding.

ChatGPT ad facts from OpenAI's help center and ad policies, checked 1 November 2026. The other two columns describe how assistants use sources in general; no assistant promises to use any page.

Which pages does ChatGPT read? For buyer questions, often other people's. Prefer found that 40% of the sources AI assistants cited for buyer questions were independent lists, with vendors' own sites at 34% (July 2026, 188 answers). Foundation and AirOps found that on unbranded category questions, only 2.24% of citations went to the brand's own pages (5.1 million AI responses, 50 B2B brands). And Prefer's AI answer study counted an average of 3.05 sources per ChatGPT answer (960 answers, 13 September 2026), so each answer cites only a few pages.

What should a B2B SaaS team do about ChatGPT ads?

Treat them as separate jobs with separate budgets:

  1. Check who you reach. If your buyers use ChatGPT on company Business or Enterprise plans, they will not see ads. Ads reach people on free personal accounts.
  2. Test ads with a small, capped budget. Use a daily budget (US minimum $25), a Clicks objective and a bid in OpenAI's suggested $3 to $5 range. Track sign-ups with UTM tags or OpenAI's pixel, and judge on your own cost per sign-up.
  3. Do not block OpenAI's crawlers. Your landing pages need OAI-AdsBot and OAI-SearchBot allowed for ads, and OAI-SearchBot for ChatGPT search.
  4. Work on the answer separately. Find which pages ChatGPT cites for your category questions; ask each several times, because answers change between runs. Then get onto those pages: earn a mention, pitch the author, or book a spot where the publisher sells one.

An AI visibility tool can run the same questions on a schedule. For agency and tool prices, see what GEO costs.

Where do listicle placements fit?

A listicle or best-of list is one of the page types ChatGPT reads for "best X" questions. A spot in one is paid to the publisher, not to OpenAI. It does not guarantee anything in ChatGPT: the assistant decides whether to use the page. But it puts your name on a page that buyers read, and that page may be among the sources an answer uses. See listicle placements for B2B SaaS for how this works and the listicle placement price index for public prices.

This is what Rank Monthly does. It books businesses into the listicles, newsletters and LinkedIn creator posts that buyers read and AI assistants quote, and keeps them there. Brands pay monthly, only while the spot is live, or once for a new post, and payment is held until the placement is verified live. The sponsored label and rel="sponsored" are on by default; each publisher decides whether to keep them. Rank Monthly does not sell ChatGPT ads, and it cannot promise a mention: Google and the assistants decide. Pricing on request. See how it works for businesses.

Questions

What are ChatGPT ads?
ChatGPT ads are paid, labeled ad units that OpenAI shows below some ChatGPT answers to users on the Free and Go plans. Testing started in the US on 9 February 2026. Plus, Pro, Business, Enterprise and Edu accounts see no ads, and neither do accounts identified as under 18.
How much do ChatGPT ads cost?
OpenAI publishes no rate card; prices come from an auction. You pay per 1,000 views (CPM) or per valid click (CPC). OpenAI recommends starting with a maximum bid of $3 to $5 per click, and the minimum daily budget is $25 in the US (checked 1 November 2026).
How do I advertise on ChatGPT?
Sign up at ads.openai.com and use the self-serve Ads Manager if your business is based in a country where it is available, or work with the OpenAI Ads team or a partner agency. Add billing, create a campaign with an objective, budget and countries, write ads and context hints, and wait for review.
Do ChatGPT ads affect the answers ChatGPT gives?
OpenAI says no. Its help center states that ads run on separate systems from the chat model and that advertisers cannot shape, rank or alter ChatGPT's responses. Ads are shown separately and labeled. Buying an ad does not put your product in the answer.
Can B2B SaaS companies run ChatGPT ads?
Probably, case by case. OpenAI's ad policies limit the test mainly to consumer categories, including digital products. Its own examples mention businesses choosing software and accounting software. OpenAI reviews each advertiser and ad, and buyers on company Business or Enterprise plans never see ads.
How do I get my SaaS named in ChatGPT's answer instead of in an ad?
Nobody can buy a place in the answer. ChatGPT builds answers from pages it reads, often third-party lists, reviews and comparisons. Make sure those pages mention you (earned, pitched or a paid spot from the publisher), keep your own pages clear, and do not block OAI-SearchBot.
